Political and Diplomatic Engagement between India and Malaysia: From Colonial Legacy to Comprehensive Strategic Partnership

Abstract

This study examines the evolution of political and diplomatic engagement between India and Malaysia from the establishment of formal diplomatic relations in 1957 to the elevation to Comprehensive Strategic Partnership in 2024. Through chronological analysis of bilateral mechanisms, high-level visits, and policy initiatives, this research traces the relationship's development across six distinct phases: foundational solidarity (1957-1970), Cold War dynamics (1970-1990), Look East Policy engagement (1990-2010), Enhanced Strategic Partnership (2010-2020), contemporary challenges (2020-2024), and comprehensive partnership consolidation (2024-2025). The methodology employs qualitative analysis of official diplomatic documents, joint statements, bilateral agreements, and multilateral cooperation frameworks to assess institutional development and crisis management mechanisms. Key findings demonstrate that despite periodic tensions over domestic policies, particularly regarding Kashmir and citizenship legislation during 2019-2020, the relationship has shown remarkable resilience through strong institutional foundations, economic interdependence, and shared commitment to strategic autonomy. The study reveals that successful partnership management requires balancing political dialogue, economic cooperation, defense collaboration, and cultural exchange while maintaining flexibility to adapt to changing regional dynamics. The progression from post-colonial solidarity to comprehensive strategic partnership illustrates how middle power relationships can evolve systematically through institutional innovation, leadership continuity, and stakeholder engagement. The analysis contributes to understanding middle power diplomacy, strategic partnership development, and the management of bilateral tensions within broader cooperative frameworks. The India-Malaysia experience provides insights for other developing nations seeking to build durable partnerships while maintaining strategic autonomy in an increasingly multipolar world. The comprehensive strategic partnership model demonstrates possibilities for sustained cooperation between diverse democratic societies sharing historical connections, complementary economies, and convergent regional interests despite occasional policy disagreements and external pressures.
