Skill Development in Tamil Nadu: Opportunities, Challenges and Policy Imperatives
Abstract
Tamil Nadu is one of India’s most industrialised and socially advanced states, with a diversified economic base spanning manufacturing, services, agriculture, and emerging knowledge-driven sectors. Despite strong educational indicators and a robust industrial ecosystem, the state continues to face significant challenges related to skill mismatches, employability, and equitable access to vocational and technical training. This research article examines skill development in Tamil Nadu from the perspective of opportunities and challenges, situating the discussion within India’s broader skill development framework. Using secondary data, policy documents, and sectoral analyses, the study explores the nature of skill gaps, institutional capacity, industry–academia linkages, and the role of state-led initiatives such as Tamil Nadu Skill Development Corporation (TNSDC). The paper concludes with policy recommendations aimed at strengthening inclusive and future-ready skill ecosystems in Tamil Nadu.
