India inherited the bureaucracy system from British rule and the present Public Personnel Administration is its legacy. It has been changed a lot since independence. Public personnel administration is the outcome of essential public policy, performing under public examination. The responsibility of the public personnel system is to achieve the goals defined by the government through the implementation of various programs to achieve qualitative and quantitative goals, using available resources judiciously to achieve optimal results for the benefit of citizens. Constitution of India introduced various articles to protect the civil servants’ positions and supported by numerous court decisions.
